The installed hose outside diameter is the key measurement. Hose wall thickness and fitting geometry can significantly change the final diameter after assembly.

Install the hose completely over the pipe, connector or hose barb.
Measure the outside diameter at the intended clamping position.
Choose a clamp range that contains the measured diameter without operating at the extreme end of adjustment.
Confirm sufficient clearance for the wing handle to rotate without contacting nearby equipment.
